Priority Kill Orders are unique quest items associated with the Railroad faction. These documents contain assassination missions targeting key Institute personnel. Players receive these orders from P.A.M., the Railroad's predictive analytic machine, highlighting specific Synths or Institute scientists marked for elimination.
